317.    <content:encoded><![CDATA[El 14 de noviembre se llev&oacute; a cabo el plenario convocado por el Sindicato Ceramista. Se volvi&oacute; a dar un importante debate alrededor de impulsar una Coordinadora de lucha.

325. Asistieron aproximadamente 300 compañeros, más de la mitad traídos desde Buenos Aires por el PTS. La mesa que condujo el mismo estuvo conformada por la actual directiva del Sindicato Ceramista y miembros de la anterior, junto a la interna de Kraft- Tarreabusi y delegados del Subte. De Neuquén asistieron unos 30 ceramistas, además de delegados y trabajadores de base de otros sindicatos. La gran mayoría de ellos sólo presenciaron el debate y no manifestaron opiniones.

Alejandro López, el anterior secretario general del Sindicato Ceramista, presentó los ejes de debate y solicitó a las corrientes políticas que estaban presentes que no se repitan en sus intervenciones. La mesa dividió el debate en dos ejes. Primero, sobre la coordinación, donde todos podíamos debatir y opinar. Segundo, sobre la corriente político-sindical, donde sólo podían intervenir los que estuvieran de acuerdo con la construcción de la misma. Godoy, de la vieja directiva y dirigente del PTS, llegó a plantear que no quieren más palos en la rueda, refiriéndose a todos aquellos que fuimos a dar el debate con una posición diferente al encuentro del Bauen y que ahora continuábamos aquí.

329. ¿Coordinación o Coordinadora?

Desde Izquierda Socialista asistimos con una delegación integrada por compañeros de la Directiva de Aten Capital, un congresal de Suteba Sarmiento, la Secretaria General de la Cicop- Pilar y otros compañeros docentes y municipales. Lamentablemente, en el informe oficial del sindicato pos encuentro, no se nos menciona.

En el debate sobre la coordinación, desde la mesa se la planteó como acciones de unidad que se realizan cada vez que hay alguna lucha, que se daba de hecho y que en el conflicto de Kraft, gracias a la coordinación, se habían realizado cortes de la Panamericana en unidad con otros sectores, incluso la coordinación se daba con la burocracia de la CTA y CGT.

335. Nuestro planteo de Coordinadora va mucho más allá que la simple unidad de acción. Desde Izquierda Socialista expusimos por escrito y oralmente que “la tarea central es constituir, ya mismo, una Coordinadora de sindicatos, comisiones internas y cuerpos de delegados combativos para apoyar las luchas y formar un polo antiburocrático. Coordinadora para fortalecer, en primer lugar, el apoyo al Subte. Y preparar el apoyo a las demás peleas por el salario, contra los despidos y contra la represión”. Es decir, un organismo permanente. Al no haberlo planteado así los convocantes, originó muchas ausencias en este encuentro, ya que al llamar a formar parte de una corriente política se excluye a cientos de dirigentes de cuerpos de delegados y comisiones internas que piensan políticamente distinto.

Sobre este primer punto se resolvió por aclamación “poner en pie un encuentro o coordinación nacional de todas las organizaciones obreras antiburocráticas y combativas”, al cual lamentablemente no le pusieron fecha, aunque se conformó una comisión para invitar. En cambio, sí resolvieron que en diciembre, en Zona Norte del Gran Buenos Aires, se realizará otro evento de la corriente político-sindical.

339. La corriente política-sindical no sirve para avanzar en la coordinación

341. Raúl Godoy sostuvo que la convocatoria a conformar esta corriente político sindical tiene límites. Que si bien hay más de 30 partidos trotskistas que se plantean la independencia de clase, muchos de ellos ante el conflicto del campo estuvieron con las patronales, sectores que no tienen ningún lugar en esta construcción. Léase que sólo tienen lugar los allegados al PTS.

En nuestra opinión planteamos que esta corriente no es la tarea central del momento y que, llevada adelante, seguro va a retrasar el reagrupamiento antiburocrático porque dividirá organismos combativos como el cuerpo de delegados del Subte, ya que, por ejemplo, hay delegados que responden a partidos que tuvieron distintas posturas sobre el conflicto del campo, o sobre otros temas. Este debate llevó a que otros integrantes de la Directiva Ceramista y de la Agrupación Marrón plantearan que todos los luchadores tenían que ser parte de esta corriente y que la construcción de la misma fuera más lenta.

Como todas las convocatorias a estos encuentros para integrar la corriente pol&iacute;tica se hacen en nombre del sindicato ceramista, un compa&ntilde;ero de Zan&oacute;n y de nuestro partido plante&oacute; que un sindicato clasista que tiene como m&eacute;todo la asamblea, no puede tomar una decisi&oacute;n de esta envergadura sin hacer asambleas de base para que se vote en cada uno de los lugares de trabajo, cuesti&oacute;n que a&uacute;n no se ha realizado. Desde la Agrupaci&oacute;n Marr&oacute;n tuvieron que aclarar que tra&iacute;an la propuesta de la corriente pol&iacute;tica sin haberlo llevado a la base. Al igual que el ingreso del sindicato Ceramista a la CTA, donde Izquierda Socialista ha manifestado su negativa, tema que se abord&oacute; en este encuentro sin que la base se expidiera. Por nuestra parte, mientras seguimos con estos debates, seguiremos llamando a la unidad de los que luchan, contra la burocracia sindical y en apoyo al nuevo sindicalismo combativo.]]></content:encoded>

358.    Se procesa a 24 ferroviarios de la ex línea Sarmiento-TBA, entre ellos delegados y activistas, incluido el “Pollo” Sobrero por un conflicto sucedido en el año 2004. En aquella oportunidad, los ferroviarios hicimos un paro reclamando la legalización de la lista Bordó contra la lista única de Pedraza, lucha que se ganó. Se reclamaba un derecho elemental como el de presentarse a elecciones, poder elegir y ser elegido, que la directiva de la Unión Ferroviaria quería impedir.                                                                                                                                                               A través del poder judicial afín, el gobierno nacional y  la patronal quieren sentar un precedente nefasto de castigar a los trabajadores que se organizan y luchan. En ese sentido se dieron varios juicios como, recientemente, el de Alderete de la CCC donde fue absuelto. La preocupación de las patronales del aumento de la “conflictividad social” junto a las declaraciones de la UIA de tratar de “delincuentes” a las internas opositoras y/o combativas que pelean respetando el mandato de su base abonan el terreno para pretender juzgar y castigar a los luchadores.                                                                                                                                                            Es necesario denunciar la trampa de la criminalización de la protesta y rodear de la más amplia solidaridad a los delegados y activistas del Sarmiento. Para ello le pedimos que nos ayude firmando y haciendo firmar el petitorio que reproducimos más abajo.                                                                                                                                                    El día 7/12 a las 19 horas en el Bauen participaremos del acto contra la criminalización de la protesta junto a otros dirigentes sindicales nacionales y latinoamericanos.                                                                                      Además, el cuerpo de delegados está preparando una medida de acción con concentración en el Juzgado de Morón, Crisólogo Larralde 673 a cuadras de la estación de Morón, para el miércoles 9 de diciembre a las 8 horas, día de comienzo del juicio. Generalmente estas empresas se dedican a intentar espiar a los usuarios a trav&eacute;s de la red para as&iacute; poder demandarlos. Por otro lado, tambi&eacute;n tenemos a toda la masa de servidores peligrosos que existen en Internet. Sitios relacionados con todo tipo de software peligroso, como spyware o adware, aparte de servidores plenamente dedicados a la publicidad y a registrar datos de los usuarios.

498. Lejos de este exceso de $94.000 para biografiar al presidenciable la viceministro de Trabajo de la provincia y diputada nacional Alicia Ciciliani, también conoció China y el lujo gracias a la Asociación de la Cadena de la Soja Argentina (ACSOJA).
499. Pero en Santa Fe cuando de trabajo se trata una cuestión son los maestros que están de paro y otro el gobernador que tuvo un módico exceso del 500% de gastos en un viaje a Foz Iguazú, por un solo día.

502. No sorprende que Binner tome esta decisión mientras en la provincia no hay insumos, ni elementos descartables para hospitales. Mientras algunos ambientalistas ingenuos creen haber parado el circo hasta abril del año próximo, otros más escépticos temen que se trate de forzar la aprobación de la reforma los próximos días en la Comisión de Asuntos Constitucionales. En el acto estaban presentes legisladores provinciales el senador Federico Pezz, el diputado Osvaldo Fatala , el intendente de Reconquista Jacinto Speranza y el Director Provincial de Vialidad Jorge Placenzotti.
508. Lo que deja a las claras la inobservancia de la ley, la desidia de quienes nos representan y el poco respeto por la salud humana.
509. La Ley 11.273 de agrotóxicos de Santa Fe, en su capítulo VIII, trata de los “Regentes y asesores técnicos”, en vocablo coloquial llámese ingeniero agrónomo. El artículo 23 entre otras cosas en su inciso d) expresa que son sus funciones “Extender recetas en formularios autorizados y cumplir con el archivo que exige la ley”.

En la mañana de día 18 de noviembre el Presidente Comunal de La Criolla Roberto Cayetano Tion, llama al responsable de la organización Autoconvocados de la Criolla, Oscar Brasca, para poner en su conocimiento que los dos Regentes Técnicos de Gobernador Crespo informaron su negativa, por motivos personales, a firmar las recetas para aplicaciones agrícolas que deben ser presentadas para poder fumigar, según requiere la ley. Sea cuál fuera el motivo, el intendente expresaba su intranquilidad.

A diferencia del Presidente Comunal de San Martin Norte, Gabriel Testa que aún no contestó el petitorio recibido el 14 de octubre pasado y por el que manifestó “Que no va a arruinar el negocio de nadie y no se opone a las fumigaciones” . Dos cara de la moneda. Cayetano Tion protegió a su comunidad con la ordenanza número 584/2009 que prohíbe las fumigaciones a 1500 metros de la zona urbana, pese al reclamo y las protestas de varios productores, Testa no quiere arruinar el negocio.

Tion en respuesta a quienes confiaron en su gestión, llamó al Ministerio de la Producción e informó su preocupación y la falta de un técnico que controlara las aplicaciones que se están efectuando. Desde la cartera le respondieron que destine un ingeniero agrónomo local, matriculado, para controlar y verificar las recetas extendidas que llegan a la comuna.
513. Que su decisión sirva de ejemplo para muchas localidades de nuestra provincia, donde la salud es un lujo, el compromiso con los votantes no existe y donde el señor feudal, en pleno siglo XXI, tiene a los súbditos bajo su pulgar.

Estos problemas quedarán irresueltos y volverán a ser motivo de lucha porque sin resolverlos no se pueden comenzar a solucionar las necesidades básicas de las mayorías populares.

Otra vez los habitantes de la Comunidad India Quilmes encendieron la luz de alarma ante una nueva orden de desalojo firmada por el juez en Documentos y Locaciones de la III Nominación, Juan Carlos Peral, en contra de familias comuneras de Colalao del Valle, según denunciaron a través de un comunicado de prensa. “La medida se llevaría a cabo en los próximos días con intervención de la policía de la provincia”, señalaron al recordar que esta medida se suma al grave conflicto social que se originó por el cruel asesinato del comunero Javier Chocobar en manos de terratenientes.

696. “El Consejo de delegados de la comunidad no permitirá que se avasallen nuestros derechos”, alertó Viviana Gómez, delegada de Colalao del Valle, quien precisó que están en riesgo de perder sus viviendas unas 20 familias de la comunidad. “Ya, con la primera orden de desalojo, vinieron unos 150 policías y vimos la forma brutal con que destruyeron nuestras casas”, recordó Gómez al insistir en que resistirán si se avanza con la medida. Peral ordenó el primer desalojo el 17 de septiembre pasado.

Nos vemos obligados a presentar una demanda al estado nacional ante la Comisión Interamericana de Derechos Humanos con sede en Washington por el incumplimiento de las leyes, y repudiamos la acción de los jueces Salazar y Peral por esta violación de nuestros derechos constitucionales”, alertaron desde la CIQ, conducida por el cacique Francisco Chaile. Peral es el juez que ordena y Adolfo Salazar, el juez de Paz, que ejecuta. Según fuentes del a CIQ, el pedido de desalojo fue promovido por Encarnación de Colombo, una mujer que asegura ser dueña de las tierras.

A más de 25 años de la recuperación de la democracia  los miles de Ex Presos Políticos, que hoy son testigo en los juicios por delitos de Lesa Humanidad, quienes han pasado por cárceles, Centros clandestinos de Detención, secuestros, torturas; afectados física y sicológicamente, viviendo en condiciones de miseria por no haber podido reinsertarse laboralmente ni atender sus dolencias fruto de la persecución y las cárceles de la dictadura, es una vergüenza que hoy no podamos contar con una ley de reparación que nos permita cobertura para la vejez y de salud, un derecho que nos compete, ya que es hora que el Estado termine de asumir los daños y las secuelas que dejaron años de terrorismo de estado.

2389. En vista de la situación de violencia que esta pasando nuestra comunidad .una ves mas nos vemos en la situación de emergencia, donde pensábamos respirar un aire de tranquilidad.

Con el famoso y esperado relevamiento de nuestro territorio. que enteoria dicho estudio dentro el marco de la ley 26160 daría una posible solución tanto a la parte privada como a nosotros. pero vemos la desesperación de Daniel Ducau un supuesto dueño de una fracción dentro de nuestro territorio que irrumpe dicha tranquilidad, poniéndonos en alerta y tensión ,ante el atropello suscitado por su persona y un grupo de empleados que obedeciendo pese a la advertencia que le hicimos  de que no podía construir en ese espacio, que para nuestra comunidad es parte de nuestro territorio, el siguió de manera desafiante y amenazadora y aludiendo que el no iva dejar ese lugar y que iva a construir pese y pase lo que pase. Que el si es necesario iba a cagarnos a tiros, y esto nos recuerda que ya en otra ocasión hace tres o cinco años atrás no solo amenazaron con tiros sino que en un momento de tensión muy parecida a la de estos días la mujer de ducau fue y saco un arma de un vehiculo en el cual habían llegado en ese entonces. Estas cosas hacen que nos pongamos en alerta PORQUE ESTAMOS EXPUESTOS ANTE UNA PERSONA MUY BIOLENTA Y NO PARESE MEDIR CONSECUENSIAS y pedimos a las autoridades de turno que formen parte de este problema o que se abstenga de por lo menos generar condiciones para que no muera alguno de nosotros, hacemos culpables al intendente Ricardo Alonso y aquellos actores que forman y generan las condiciones para estos enfrentamientos. El consejo deliberante aprobó por acepción un proyecto de 40 o 50 o 60 .cabañas a Ducau dentro de lo que es nuestro territorio, al hacer estas acepciones para generarnos estos enfrentamientos donde nos amenazan , nos golpean a nuestros menores insultando a nuestras mujeres .tratan de intimidarnos. Pero nuestra comunidad esta segura de seguir resistiendo pese a todas estas amenazas de una manera pacifica .nuestro petitorio es tanto para la parte privada como para el pueblo de Villa la Angostura que deben de estar cansados de todo estos problemas, de ir reclamar al gobierno provincial que se haga cargo de este problema tan complejo que nos genero a nosotros como a los que compraron nuestro territorio. Preguntémonos quien genero todo este gran problema, para nosotros es el gobierno. Que fracciono lo que el mismo estado, había determinado que era invendible, intransferible, inembargable e  inenajenable.

2420. Francisco Pascasio Moreno nació en Buenos Aires el 31 de mayo de 1852, pasó su infancia en el barrio porteño de Parque Patricios y en 1871, por la epidemia de fiebre amarilla, se trasladó con su familia a una estancia en la localidad bonaerense de Chascomús.

2422. Allí, el joven Moreno inició sus exploraciones paleontológicas y arqueológicas, y encontró un yacimiento de fósiles.

2424. Eso le permitió inaugurar en 1872 -en forma particular- su primer museo en Parque Patricios, el mismo año en el que fundó la Sociedad Científica Argentina junto a un grupo de ingenieros, en el ámbito del Departamento de Ciencias Exactas de la Universidad de Buenos Aires (UBA).

2426. A partir de ese momento, comenzaron sus expediciones a la Patagonia para el reconocimiento de territorios y la recolección de restos arqueológicos, que incluyeron desde flechas hasta cráneos de pobladores indígenas.

2428. Los viajes de Moreno al sur argentino se llevaron a cabo en sintonía con las avanzadas militares sobre las tierras de los pueblos originarios, y en varios de los casos fue acompañado por latifundistas que luego comprarían amplios territorios en la zona.

2430. Entre 1873 y 1876, realizó cuatro viajes -financiados por el gobierno nacional, la provincia de Buenos Aires y la Sociedad Científica Argentina- en los que remontó el río Negro, llegó a la desembocadura del río Santa Cruz y conoció el lago Nahuel Huapi.

2432. En 1877, el Gobierno de la Provincia de Buenos Aires lo nombró director del museo antropológico y etnográfico de Buenos Aires, al que Moreno donó más de 15 mil piezas óseas y objetos que acopió durante sus expediciones.

2434. Esas piezas aún se conservan en su museo personal, que desde ese entonces está situado en su casa de Carmen de Patagones, al sur de la provincia de Buenos Aires.

La recolección de huesos que practicó fue y sigue siendo criticada tanto por el ambiente académico como por las comunidades aborígenes, ya que -como él mismo ha descrito- realizaba acciones de exhumación clandestina y extraía huesos de indígenas recién fallecidos que después trasladaba a su museo personal.

Pese a no haber culminado ninguna carrera universitaria, la Facultad de Ciencias Físico-Matemáticas de la Universidad de Córdoba le otorgó en 1878 la distinción de doctor honoris causa por sus exploraciones en el Sur argentino, travesías que publicó el año siguiente en el libro "Viaje a la Patagonia Austral".

En 1884, el gobierno bonaerense decidió trasladar el Museo Antropológico y Arqueológico a La Plata -la nueva capital provincial-, le dio el nuevo de nombre de "Museo de Historia Natural" y designó a Moreno como director vitalicio, cargo al que renunció 22 años después por no estar de acuerdo con la anexión del museo a la recién creada Universidad Nacional de la Ciudad.

En otro orden, entre 1892 y 1897 fue el encargado de intervenir sobre los problemas limítrofes con Chile y sus esfuerzos fueron recompensados cuando en 1902 un laudo arbitral británico concedió a Argentina 42 mil kilómetros cuadrados que eran reclamados por el gobierno chileno. Su actuación como perito no sólo fue importante por la resolución a favor del litigio, sino que modificó el modo en que debían demarcarse las fronteras en la cordillera de los Andes: si hasta ese momento se establecían a partir de las cumbres que fueran divisorias de aguas, la propuesta de Moreno de hacerlo a través "de las más altas cumbres". Esa teoría fue reconocida públicamente por el perito inglés Thomas Holdich cuando viajó a la zona, y la Royal Geographic Society le entregó la medalla del rey Jorge IV por su aporte.

2444. En 1903, el gobierno nacional decidió recompensar por ley 4192 a Moreno con un territorio que él mismo debería elegir entre Río Negro y Neuquén por una extensión de 25 leguas cuadradas; 3 de las cuales donó ese mismo año para ser conservadas como Parque Público Nacional.

2446. Recién en 1916 se nombró un encargado de esta reserva, que fue la primera del territorio argentino, y se la llamó Parque Nacional del Sur, territorio que hoy se encuentra dentro del Parque Nacional Nahuel Huapi.

2448. También fue elegido diputado nacional para el período 1910-1913, pero renunció al cargo en 1911 cuando aceptó el cargo de vicepresidente del Consejo Nacional de Educación.

2450. Entre su intensa actividad, también participó la Liga Patriótica Argentina, una organización de corte ultra nacionalista; y fue el primer presidente de la "Asociación de Boy Scouts Argentinos", que se fundó en su propia casa.

2452. La muerte lo encontró el 22 de noviembre de 1919 y sus restos fueron enterrados en el Cementerio de la Recoleta hasta 1934, cuando el Congreso de la Nación Argentina decidió trasladarlo a un mausoleo en el Lago Nahuel Huapi.
